Case Started from OTT of the Governor of Riau
This case began with the KPK's arrest operation against Abdul Wahid in early November 2025. In the development of the investigation, the KPK suspects that Abdul Wahid extorted his subordinates within the UPT of the Riau PUPR Office by requesting money deposits known as “jatah preman”.
The KPK suspects the total money requested reached Rp 7 billion. The deposit was allegedly made in at least three stages, namely in June, August, and November 2025. The practice was allegedly carried out with threats against subordinates if they did not fulfill the request for money.
In the initial case, the KPK named three suspects, namely:
- Abdul Wahid, Inactive Governor of Riau
- Muhammad Arief Setiawan, Head of the PUPR-PKPP Service
- Dani M Nursalam, expert staff of the Governor of Riau
After that, the investigation continued to develop until it finally implicated Marjani as a new suspect.
Marjani Claims His Name Was Used Without Authorization
Marjani admitted to suing the KPK in court after being named a suspect because he felt he was not involved in the case. He reiterated that he was not guilty and that his name was only linked to the case being investigated by the anti-corruption agency.
On the other hand, the KPK has not openly elaborated on the details of Marjani's role in the construction of the case. However, the determination of suspect status and detention against him indicates that investigators believe there is sufficient evidence to bring this case to the next stage.
Previously, the KPK had also completed the case file of Abdul Wahid. On March 2, 2026, the anti-corruption agency stated that the investigation into Abdul Wahid in the alleged extortion case within the Riau Provincial Government had been completed or P21 and transferred to the prosecution stage. Thus, Abdul Wahid will soon face trial, while the investigation into new suspects such as Marjani continues.
The detention of Marjani shows that the "preman quota" case in Riau has not stopped with the initial three names. The KPK is still open to the possibility of further development, especially to investigate whether similar practices also occur in other sectors within the regional government.
