Jakarta, LiterasiHukumCom – The Corruption Eradication Commission (KPK) revealed new findings regarding the scheme of collecting money in the alleged corruption case of the Hajj quota at the Ministry of Religious Affairs (Kemenag). The KPK said this illegal process runs systematically through 'keepers' who operate in stages. The acting Deputy for Enforcement and Execution of the KPK, Asep Guntur Rahayu, explained that the flow of funds in this case is not only through one person, but a structured network.
"These keepers are tiered, yes, I mean, so the collectors are not just directly from one person," said Asep Guntur Rahayu when confirmed on Sunday, September 28, 2025.
According to Asep, this scheme starts from the lower level, namely Hajj travel bureaus. Money from various bureaus is then collected at the Hajj association level, before finally being deposited to the main 'keeper' who is an element within the Ministry of Religious Affairs.

Involving Various Levels in the Ministry of Religious Affairs

Asep emphasized that this corrupt practice involved elements at various levels of positions within the Ministry of Religious Affairs, from the implementing level to the highest echelon officials.
"Later in the Ministry of Religious Affairs, these elements are also tiered, some are at the implementing level, some are at the director-general level, some are at higher levels," he explained.
The KPK ensures that every element involved in this network receives their respective share of the profits. The flow of illicit funds comes from travel bureaus that pay to get special Hajj quota allocations.
"We know that each level, each person, gets their own share," said Asep.
The amount of quota "allocation" received by each bureau varies, depending on the scale of the travel bureau. To get one seat, each bureau has to pay between US2.700hinggaUS7.000 (equivalent to Rp42 million to Rp115 million). Asep also added that the money was not handed over directly from the travel bureau to the top leadership of the Ministry of Religious Affairs, but through intermediaries such as relatives or staff experts to disguise the trail.
"So not directly from the travel agent to the top leadership at the Ministry of Religious Affairs," he concluded.
