Jakarta, LiterasiHukumCom– The Head of the Presidential Staff Office (KSP), M. Qodari, provided an official explanation regarding the intent of designating the Nusantara Capital City (IKN) as the 'Political Capital' in 2028. This explanation responds to various interpretations that may arise in the community regarding the term. Speaking at the Presidential Palace Complex, Jakarta, on Monday (22/9/2025), Qodari emphasized that the terminology 'Political Capital' does not mean that there will be a division of other capital functions, such as economic or cultural capitals, separate from IKN. "Actually, it doesn't mean that there will be a political capital and then an economic capital, or other capitals. No, that's not the intention," Qodari asserted. According to him, the real meaning of 'Political Capital' is a marker of the target for IKN's functional readiness as a center of government. The target in 2028 signifies that at that time, the infrastructure for the three branches of state power—executive, legislative, and judicial—is expected to be complete and ready to operate in an integrated manner. "If there is only an executive, only a state palace, but the DPR legislative is not there, then who will the (President) talk to? Who will he meet with? That's roughly it," he explained to illustrate the importance of integrating these three institutions. The legal basis for setting this target is stated in Presidential Regulation (Perpres) No. 79 of 2025 concerning the National Long-Term Development Plan (RPJPN) 2025-2045 and the National Medium-Term Development Plan (RPJMN) 2025-2029. Subsection 3.6.3 in the Perpres specifically regulates policy interventions related to planning, regional development, and the relocation process to IKN in order to realize its function as the political capital in 2028. In other words, this designation is a target achievement for the development of the IKN Central Government Core Area (KIPP).
