THR will only be given to State Civil Apparatus (ASN) who are paid using the State Revenue and Expenditure Budget (APBN) or Regional Revenue and Expenditure Budget (APBD). However, there is a difference in THR this year for government employees with work agreements (PPPK) teachers. This news also mentions that the disbursement of THR for civil servants will begin on April 4, 2023 and explains the amount of Holiday Allowance that will be received by civil servants.

Holiday Allowance Policy for Honorary Employees

According to the Minister of Administrative and Bureaucratic Reform (Menpan-RB), Abdullah Azwar Anas, honorary employees in Indonesia will not receive Holiday Allowance this year.

THR will only be given to State Civil Apparatus (ASN) who are paid using the State Revenue and Expenditure Budget (APBN) or Regional Revenue and Expenditure Budget (APBD). Honorary employees include contract workers and outsourcing in the public sector who are temporarily employed, and because of their status as non-ASN, they cannot be given Holiday Allowance.

This decision is based on the government's policy to prioritize the provision of Holiday Allowance to ASN as a form of appreciation for their performance in providing better public services to the community.

However, Minister Azwar mentioned that there is a difference in Holiday Allowance this year for government employees with work agreements (PPPK) teachers. Those who did not receive performance allowance (tukin) in the previous year will receive THR in the form of a professional allowance of 50 percent this year.

Minister of Finance Sri Mulyani said that the disbursement of Holiday Allowance for civil servants will begin on April 4, 2023. The amount of THR given to civil servants this year is the same as last year, which is calculated using basic salary, attached allowances, and performance allowances of 50 percent.

The 2023 Holiday Allowance will consist of a payment equal to the basic salary or basic pension plus allowances attached to the basic salary, namely family allowance, food allowance, and structural allowance or other general allowances. In addition, 50 percent of the monthly tukin will be added.1
