JAKARTA, LITERASIHUKUM.COM — The dynamics of law enforcement in the digital space are once again attracting public attention. The Maluku Advocate Profession Alliance officially reported two social media activists, Ade Armando and Permadi Arya (alias Abu Janda), to the Jakarta Metropolitan Regional Police (Polda Metro Jaya) on Monday (20/4/2026). This report was filed on suspicion of a criminal act of provocation triggered by the distribution of excerpts from a speech video.
The root of the problem in this case is the circulation of a clip of a speech by the 10th and 12th Vice President of the Republic of Indonesia, Jusuf Kalla. The reporting party suspects that the published video has undergone an editing process that reduces the original context, potentially triggering unrest and polarization in society.editing) that reduces the original context, potentially triggering unrest and polarization in society.
The alliance affirms that this proactive legal step was taken as a form of professional responsibility to maintain order in the electronic public space. "We want this commotion to end immediately and serve as a lesson so that the digital space remains healthy and does not trigger conflict," said the reporter's representative after submitting the report file to the Integrated Police Service Center (SPKT) of Polda Metro Jaya.
In terms of cybercrime law construction, the act of transmitting or distributing electronic information that has been manipulated with the aim of creating hatred or hostility has a strong potential to violate the criminal provisions in the Electronic Information and Transactions Law (UU ITE). Now, police investigators have a crucial task to prove the existence or absence of malicious intent (mens rea) as well as the fulfillment of the elements of the offense in the dissemination of the video clip.
Defendant's Response and Claims of Political Content
Responding to the legal report that dragged his name, Permadi Arya gave a resistant response. When confirmed separately, he claimed to have only found out about the report from the media and accused the reporters' actions of being laden with motives outside of law enforcement.
"Clearly, the report is based on hatred and political revenge," said Permadi Arya.
On the other hand, Ade Armando chose to be more passive and await the formal procedure of legal propriety from the police. He stated that he would not take reactive steps before there was an official summons to be questioned by investigators. "I have not received a summons from the police. So I will not do anything yet," he said.
Currently, the report is on the desk of the Polda Metro Jaya investigators. According to procedure, the police will conduct an initial review of the digital evidence submitted by the reporter before summoning the parties concerned for the investigation clarification process.
