Jakarta, LiterasiHukum.com– The Corruption Eradication Commission (KPK) is intensively investigating the process of issuing the Decree (SK) of the Minister of Religious Affairs Number 130 of 2024 concerning the Additional Hajj Quota for the Year 1445 Hijriah. This decree is in the spotlight because it is suspected of being the gateway to irregularities in the distribution of the additional Hajj quota issued by the former Minister of Religious Affairs, Yaqut Cholil Qoumas. KPK spokesman, Budi Prasetyo, on Monday (15/9/2025), explained that the investigation is currently focused on "the processes of issuing decisions or policies related to the distribution of additional quotas into regular and special quotas." To investigate this matter, the KPK has examined a number of parties, including the former Secretary General of the Ministry of Religious Affairs, Nizar Ali, on Friday (12/9/2025). Nizar Ali, who currently serves as Rector of UIN Walisongo, has the capacity to provide vital information regarding the administrative procedures and substance of the issuance of the decree.

Alleged Illegal Communication and Violation of Law Number 8 of 2018

The KPK revealed that there was an alleged unauthorized communication between the Hajj travel association and the Ministry of Religious Affairs to manipulate the distribution of the additional Hajj quota in 2024. The mode is to arrange for the portion of the special Hajj quota to be larger than it should be compared to the regular Hajj quota. "As time went on, the Ministerial Decree was issued, which deviated from Law Number 8 of 2018 Article 64 so that the distribution became 50 percent," explained the Acting Deputy for Enforcement and Execution of the KPK, Asep Guntur Rahayu, on Tuesday (9/9/2025). According to the law, the additional quota should be allocated92% for regular Hajj and 8% for special Hajj. This change in proportion to 50:50 clearly violates the legal provisions. Asep added that the communication included a request for the issuance of a Decree of the Minister of Religious Affairs to provide "official legitimacy" to the quota distribution mechanism that deviates. This creates the impression that the distribution of the additional quota has gone through the official procedures of the Ministry of Religious Affairs.
