KPK Suspects Gus Alex Played an Active Role in Discretion and Quota Distribution
The KPK previously explained that the reason for naming Yaqut and Gus Alex as suspects was not only because the distribution of additional hajj quotas allegedly deviated from the rules, but also because there was an alleged flow of money from Special Hajj Pilgrimage Organizers (PIHK) or travel bureaus to individuals in the Ministry of Religious Affairs. For Gus Alex, the KPK stated that his role was quite active, starting from the process of issuing discretion to the distribution of additional hajj quotas.
In the construction built by the KPK, this case originated from the distribution of 20,000 additional hajj quotas from the Government of Saudi Arabia in the 2024 hajj season. At that time, the additional quota was divided 50 percent for regular Hajj and 50 percent for special Hajj, 10,000 quotas each. In fact, the KPK considers the distribution not in accordance with applicable regulations. Based on Article 64 of Law Number 8 of 2019 concerning the Implementation of Hajj and Umrah, the portion of the special Hajj quota is set at 8 percent, while 92 percent is allocated for regular Hajj.
The KPK has also stated that this case was built with the construction of state financial losses. At the beginning of the investigation, the state loss figure was said to reach more than Rp1 trillion. However, after receiving an audit from the BPK, the KPK in early March 2026 stated that the state loss in the Hajj quota case reached approximately Rp622 billion.
