JAKARTA, LITERASIHUKUM.COM – The House of Representatives (DPR) has officially approved Inosentius Samsul as a Constitutional Justice from the DPR element. This ratification was carried out in the third Plenary Meeting of Session Period I 2025-2026, which was held on Thursday (21/8/2025). This approval was led by the Deputy Speaker of the DPR, Cucun Ahmad Syamsurizal, and was unanimously approved by 319 members of the council who were present. Inosentius will replace Constitutional Justice Arief Hidayat, who will enter retirement in February 2026. "Can the report of Commission III of the DPR RI regarding the results of the discussion on the replacement of constitutional judges at the Constitutional Court of the Republic of Indonesia proposed by the DPR institution be approved?" asked Cucun, which was answered simultaneously with "Approved" by the meeting participants.

Passed the Fit and Proper Test with Critical Notes

The day before, Inosentius Samsul had undergone a fit and proper test as the sole candidate in Commission III of the DPR. In that session, he mentioned the public perception that often doubts the quality of laws produced by the DPR.According to him, the independence of the Constitutional Court also means being free from the assumption that the opinions of certain groups are always correct, while the legislative products of the DPR are always considered unqualified."The independence that I [mean] is freedom from influence or intervention from certain parties or groups. Free from the assumption that the opinions of certain circles are always correct and the DPR always produces unqualified laws," said Inosentius after being declared to have passed the fit and proper test, Wednesday (20/8/2025). Inosentius Samsul is an internal figure of the DPR who has had a long career in parliament. Currently, he serves as the Head of the DPR's Expertise Agency and is noted to be involved in the preparation of a number of crucial laws, such as the MD3 Law, the MK Law, and the Job Creation Law. "Merdeka yang saya [maksud] bebas dari pengaruh atau intervensi dan pihak atau kelompok tertentu. Bebas dari asumsi bahwa pendapat kalangan tertentu selalu benar dan DPR selalu menghasilkan UU yang tidak berkualitas," kata Inosentius usai dinyatakan lolos uji kelayakan, Rabu (20/8/2025). Inosentius Samsul merupakan figur internal DPR yang telah lama berkarier di parlemen. Saat ini, ia menjabat sebagai Kepala Badan Keahlian DPR dan tercatat terlibat dalam penyusunan sejumlah undang-undang krusial, seperti UU MD3, UU MK, hingga UU Cipta Kerja.
