Jakarta, LiterasHukumCom- The Draft General Election Law (RUU Pemilu) is confirmed to be proposed by Commission II of the DPR in the 2026 National Legislation Program (Prolegnas) Priority. Discussions on this regulation are expected to be in the public spotlight after the wave of demonstrations in August–September, considering that the root of the problem is considered related to the quality of people's representatives resulting from the election.
The General Election Bill is Included in the List of 67 Priority Bills for 2026
The 2026 Priority Prolegnas was agreed upon by the DPR Legislation Body (Baleg) together with representatives from the government and the DPD at the Parliament Complex, Jakarta, Thursday (18/9/2025). Of the 67 bills to be discussed next year, the General Election Bill was decided to be submitted by Commission II of the DPR, after it was previously planned to be a Baleg proposal.
Commission II: The Discussion Is Our Responsibility
Deputy Chairman of Commission II of the DPR, Zulfikar Arse Sadikin, emphasized that his party would seriously discuss the General Election Bill. According to him, the legislative, budgetary, and supervisory functions related to elections are indeed in Commission II, so the decision to propose it by his commission is considered appropriate.
The Public Awaits Improvements After the 2024 Election
In the meeting to discuss the 2026 Prolegnas proposal at Baleg, Aria Bima (PDI-P) presented the bills proposed by Commission II: the General Election Bill, the Regional Head Bill, the Political Party Bill, and the MD3 Bill. He emphasized that the public is waiting for rules that guarantee the implementation of elections while increasing participation. The hope is that the upcoming elections will be better than the 2024 Elections.
Civil Society Spotlight: Need for More Accountable Rules
Executive Director of Perludem, Heroik Mutaqin Pratama, assessed that the discussion of the General Election Bill would be closely monitored by the public as a form of hope for improved representation—from parliament to the central and regional executives. He encouraged the discussion to be accelerated, even before 2026, with the option of a government initiative and the formation of an independent team to compile academic texts and draft bills objectively.
Technical Proposals: Mixed System & Internal Party Reform
Perludem proposes a mixed legislative election system to replace open proportional. This proposal is accompanied by strengthening internal party democratization, including a minimum requirement of three years of cadres to be nominated. The aim is to strengthen party institutionalization while bringing elected representatives closer to voters.
